The greatest battle is currently being fought by members of the same team. IT Infrastructure and development are postponing and delaying patches in order to make sure they do not cause operational issues with critical systems. The security team is responsible for the disasters that occur so they are quick to force patching with little concern of what occurs to the critical assets, or so is the perception from all others.
This is also a battle with no winner until now!

Unknown Executables will absolutly not run!
U.S. Army Research Laboratory
“This seems to function extremely well. It forces an enterprise to be intimately aware of every process that a user wishes to run.”
“This software makes the Windows client significantly more secure than it otherwise would be. An administrator must explicitly approve executables that run on a Windows platform before they are permitted to run on a workstation.”
“Auditing is far more comprehensive than auditing provided by PC-based operating systems. Most actions taken by a user can be documented and stored.”
AVERAGE COST SURVEY
A cost survey of 19 research universities shows that each institution spent an average of $299,579 during a five-week period one summer to fight off the so-called Blaster worm, one of many infections that have crippled college networks.
The cost does not include time spent by end- users, delay of projects, loss of reputation and any other indirect costs of the infection.
